Singapore Fleet Operations

Founded in 1976, Penguin International Limited is a Singapore-based, publicly listed designer, builder, owner and operator of high-speed aluminium craft.

In Singapore, Penguin built, owns and operates the country’s first pure electric ferries and rapid DC shore chargers, along with a fleet of pilot boats, line boats, mooring tugs and landing craft that exclusively support Aster’s (formerly Shell’s) Energy and Chemicals complex on the island of Pulau Bukom.

Penguin also provides full crewing and maintenance services at Marina South Pier (MSP) to the Maritime and Port Authority of Singapore’s hybrid-electric patrol boat, MPA Guardian, which was built by Penguin.

Over in Pulau Brani and West Coast Pier (WCP), Penguin provides maintenance services to a fleet of Penguin-built fire fighting boats owned by the Singapore Civil Defence Force.

Penguin’s domestic fleet in Singapore, comprising 24 vessels as at 30 June 2026, is fully managed by our wholly owned subsidiary, Pelican Ship Management Services.

Maintenance, repairs and docking activities are supported by our wholly owned shipyard, Penguin Shipyard International, providing an integrated fleet management capability.

Beyond Singapore, Penguin operates a growing international fleet of proprietary FLEX crewboats and FLEX FIGHTER armoured security vessels, deployed across key maritime markets from Australia to Africa.
